Joseph Wynn has a degree in Architecture from the University of Florida and is a member of the American Institute of Building Design. He has been designing homes and additions in the local area for more than 25 years and has also built homes as a residential contractor. He has presented at many of the annual Home Shows held at the Leon County Civic Center and participates in continuing education regarding building practices and Green design techniques. In 2007, Joseph Wynn was given an Award of Merit by the Tallahassee Trust for Historic Preservation for his design work on the restoration of the Hart House in Myers Park.

OwnerJake is the owner and principal engineer for JAKS Engineering, a company that has been providing development services in the Tallahassee area since 1997. A native of northern California, Jake grew up on the family farm located in the Sacramento Valley, near the small town of Wheatland. He attended the Virginia Military Institute, and graduated as the Regimental Commander, with a Bachelors Degree in Civil Engineering in 1981. For the next seven years, Jake served in the United States Marine Corps as a Naval Aviator. His various duties while in the Marines included Flight Instructor at NAS Kingsville, Texas, and Air Combat Tactics Instructor in the F-4 Phantom aircraft stationed in Beaufort, South Carolina. He also held positions in the aircraft maintenance departments of the several squadrons to which he was attached. After leaving the military, Jake took a position as a civil engineer with the City of Oroville, California. While working here, (from 1988 to 1992), Jake designed various public works facilities such as roads, drainage facilities, sanitary sewer and water utilities. He was also able to obtain his professional engineers license in 1991. In 1992, Jake moved to Tallahassee to take a position with the City of Tallahassee’s Public Works Engineering Division. In this position, he was responsible for the coordinating the design of many road improvement and drainage improvement projects. During this period, (1992 to 1995), Jake learned and became proficient in the use of Computer Aided Design, (CAD). In 1995, Jake decided to enter private practice, and joined the firm of Bobby Presnell and Associates, Inc. With the dissolution of that firm, (due to the retirement of Mr. Presnell), Jake founded his own design company in 1997. Since that time, JAKS Engineering has provided engineering design services for private development, public improvement, and agricultural clients. His client base has remained steady since founding the company, with return clients representing a majority of the work performed. Jake has been married for 25 years to his wife Donna, and has three grown sons.

Ms. Peppers’ responsibilities have included siting studies for a multi-million dollar natural gas pipeline; conducting Phase 1 environmental site assessments; and preparing environmental and land use sections for environmental assessments and environmental impact statement reports. She has experience in expert testimony in wetland jurisdictional disputes, training in plant identification and conducting workshops.
As President and Senior Ecologist at FELSI, her responsibilities include assisting private clients, municipalities, and agencies in developing permittable and sustainable projects. This includes offering guidance from site selection, to biological field surveys (including wetland delineations, natural communities inventories and protected species surveys) through permitting and compliance.

Project ManagerPrior to working for Florida Environmental & Land Services, Inc. (FELSI), Ms. Wickman held positions with the Florida Department of Transportation (FDOT) and a private environmental consulting firm. She has 10 years of experience in the environmental field.
Ms. Wickman’s experience and current duties with FELSI include project management; conducting wetland delineations and threatened and endangered species surveys; preparing Natural Features Inventories (NFIs) for the City of Tallahassee and Leon County; preparing environmental permit applications for state, federal and local permits, and coordinating with regulatory agencies.
While employed by the FDOT, Ms. Wickman implemented wetland policies and procedures (NEPA documentation, wetland permitting and mitigation) and provided technical assistance to the eight FDOT districts and their consultants.

Project Manager Environmental BiologistMs. Powell’s experience with the private sector includes preparing numerous dredge and fill permit applications for private single-family docks, seawalls, roads, and residences for USACE, WMD and FDEP regulatory review; Phase 1 and Phase II Environmental Site Assessments for commercial real estate transactions; wetland mitigation monitoring reports for commercial sites; land use amendment applications; and subdivision applications. Her responsibilities for these projects have included conducting wetland delineations and gopher tortoise, vegetation, and threatened and endangered species surveys; conducting physical, chemical, and biological water quality monitoring for surface water bodies; interpreting historical aerial photographs; conducting landowner and agency interviews; assessing properties for the likelihood of past or present environmental contamination; and overseeing wetland mitigation vegetative planting. Field Technician/Project AssistantMr. Langston has many years of experience in various fields. Among these are real estate, construction, commercial fishing, and operation and management of a rock mine. He has two years of experience specifically in the environmental field. Mr. Langston’s current duties include preparing dredge and fill applications for the FDEP and USACE; conducting protected species surveys, water and soil sampling, and submerged grass surveys; completing jurisdictional wetland delineations; and operating field GPS equipment. Mr. Langston manages the in-house permitting of single and multifamily docks, seawalls, home sites, and roadways which impact wetlands. He has also assisted with the evaluation of properties to determine the presence of wetlands and other environmental features during property evaluations, and natural features inventories, as required by the City of Tallahassee and Leon County, and for private landowners and municipalities. He performs wetland delineations and implements mitigation planting and conducts NPDES monitoring. He has also participated in evaluations and data collection at sites during Phase I Environmental Site Assessments.

I have been in private practice since 1990 when I established ROLANDO J. GUTIERREZ, ARCHITECTS (RJGA), a progressive environment for fostering innovation, creative thinking and artistic expression with regards to the physical environment and with the sole purpose of making the environment and its populations, be they human, plant or animal, a better place. My challenge has been to live up to my own expectations and to change attitudes in order to fulfill these goals while making a good, satisfying living. I taught courses in Materials & Methods of Construction, Environmental Technologies and Design in the School of Architecture at Florida A&M University as an Adjunct Professor from 1989 to 1991, in addition to taking an active role as advisor for numerous students completing their thesis or terminal projects. In this capacity, I introduced students to artistic and technical architectural concepts integrating other fields of discipline, attempting to raise questions which generally provoke and/or generate academic exploration. I have presented professional continuing education Seminars on Life Safety Codes and Accessibility Guidelines throughout the State of Florida and I was a member of a team winning Third Place in the Design Competition for the AIA Florida Headquarters in Tallahassee, Florida in 1980. Finally, I have served as a member of the City of Tallahassee Board of Environmental Appeals.

Kristin Dozier
Vice President and Green Building Advisor for Mad Dog. As a LEED Accredited Professional, Kristin provides clients advice on green construction and land development. Additionally, Kristin can provide consultation services on any project, and consultation on implementing sustainable operation and maintenance policies for existing office space. Mad Dog has three LEED AP’s on staff to assist on these projects.
Mad Dog has made a commitment to creating a sustainable community through volunteer work and support of local organizations. Kristin Dozier is the President of Sustainable Tallahassee Inc., a founding member of the Florida Capital Region Chapter of the US Green Buildings Coalition, a Board member until November 2007, and Mad Dog is a founding member of the organization. Additionally Kristin has given 14 presentations since January 2007 to various groups in North Florida on Green Buildings and Sustainable Land Development, including presentations at the 2007 and 2008 Greater Tallahassee Chamber of Commerce Annual Conference. Laurie Dozier III
President and one of the original worker-owners of Mad Dog, has established Mad Dog as a leader in environmental/green development and construction practices. In the late 70’s Mad Dog’s first development, Sunrise Community, featured a solar wood drying kiln partially funded by a federal grant. In the early 1980’s Mad Dog’s second development, Blairstone Forrest, received many environmental awards and included 25 acres donated to the Apalachee Land Conservancy which provides an amenity for the residents, an animal habitat and a storm water recharge area. In the mid 1980’s Mad Dog’s third development received national recognition for the guaranteed maximum utility bill program - Mad Dog guaranteed that no utility bill would exceed $50.00 per month for a family of two.
Mad Dog principles were involved in the creation of Leon County’s initial Environmental Management Ordinance – many of the meetings were in Mad Dog’s offices – and were on the citizen’s committee that rewrote the City of Tallahassee’s Environmental Management Ordinance in 2004. From 1991 to 1997 Laurie served on, and then Chaired, the City of Tallahassee’s Environmental Variance and Code Enforcement Board. Currently, Curtis Whigham, Senior Vice President and Project Manager, serves on the Leon County Code Enforcement Board and will Chair the 2009 Board.
